The warning is for any American nationals traveling to Europe, who are advised to be especially cautious about possible threats from terrorists. Other countries have given comparable advisories. Chance of Germany currently being the source of the threat
The Al Qaeda plot for terrorist attacks in Europe first began with the arrest of a man. Cable News Network reports that this man was a German citizen. A jihadist group recruited Ahmed Sidiqi Algerian who left with 10 others from Pakistan in 2009. In Afghanistan, coalition forces were being fought with this group. That was when the capturing of Sidiqi happened. Sidiqi had converted to Sunni from Shia, and began attending the Taiba mosque in Hamburg. The group was recruited from there. The Taiba mosque is known for being the mosque attended by Mohammed Atta, who was the leader among the men involved within the 9/11 attacks.
Danger degree
It sounds like the threat is severe considering the warnings from three governments. So far, the German intelligence services remain skeptical. The German government has said it is totally safe to go to some places. Two of these places are Stuttgart and Hamburg.
